Updates to workplace exposure limits (WELs)

The Health and Safety Executive has approved new and revised workplace exposure limits (WELs) for thirteen substances listed in the European Commission’s Directive (EU) 2017/2398.

Many people are exposed to a variety of substances at work (eg chemicals, fumes, dusts, fibres) which can, under some circumstances, have a harmful effect on their health. These are called ‘hazardous substances’. If exposure to a hazardous substance is not properly controlled it may cause ill health in a number of ways.

WELs are British occupational exposure limits set to help organisations better protect their employees. The new WELs are published in the Health and Safety Executive publication “EH40/2005 Workplace exposure limits” available on the Health and Safety Executive website: http://bit.ly/398d0f5

Details of the changes can be summarised as follows:

There are new or revised entries for the following substances:

  • Hardwood dusts (including mixed dusts)
  • Chromium (VI) compounds
  • Refractory ceramic fibres
  • Respirable crystalline silica
  • Vinyl chloride monomer
  • Ethylene oxide
  • 1,2-Epoxypropane
  • Acrylamide
  • 2-Nitropropane
  • O-Toluidine
  • 1,3-Butadiene
  • Hydrazine
  • Bromoethylene

New skin notations have been added for the following substances:

  • Ethylene oxide

The following substances required reductions to the existing WELs:

  • Hardwood dusts
  • Chromium (VI) compounds
  • Refractory ceramic fibres
  • Vinyl chloride monomer
  • Ethylene oxide
  • 1,2-Epoxypropane
  • Acrylamide
  • 2-Nitropropane
  • O-Toluidine
  • 1,3-Butadiene
  • Hydrazine

As an employer, you have a responsibility to ensure you have COSHH assessments in place for the hazardous substances your employees work with. An assessment must identify who can be harmed, how they can be harmed and what control measures must be in place to make sure that anyone exposed to hazardous substances is protected.
